Important Update for Customers in Dublin 7: Changes to Waste Bag Collections
At Greyhound Recycling, one of Ireland’s leading waste collection and recycling providers, we are committed to keeping our customers fully informed about changes that affect how waste is managed in your area.
Following instruction by Dublin City Council (DCC), we want to advise customers in Dublin 7 that the long-standing derogation allowing the presentation of household waste in plastic bags will be phased out under Phase 3 of the city’s waste management transformation programme.
This change forms part of a wider city strategy designed to modernise waste infrastructure, improve recycling rates, reduce litter, and create cleaner, safer streets for everyone.

Blue Area – area covered by phase 3 project
What Is Changing?
For many years, some households in Dublin 7 have been permitted to present general waste and recycling in plastic bags for collection. However, this system presents a number of challenges:
- Increased risk of torn bags and litter on streets
- Difficulty in tracking waste to individual accounts
- Lower recycling quality and contamination
- Health and safety risks for collection crews
- Visual impact on residential streets
Under the new approach being introduced by Dublin City Council, plastic waste bags will no longer be permitted for kerbside presentation no matter what company you use for this service. Instead, all customers will transition to wheelie bin collection, ensuring safer, cleaner, and more accountable waste management.
Why Is This Happening?
Dublin City Council is implementing a shared infrastructure model for residential areas. This means:
- Waste solutions must be traceable to individual customer accounts
- Infrastructure must be shared across authorised waste collectors
- Free-access or anonymous disposal systems will not be permitted
- Long-term solutions must align with best practices already in place across Europe
The goal is to create a modern system that improves environmental performance while maintaining fairness and accountability across all waste providers.
