No. The rule is simple:
- Skip on private land (your driveway, garden, yard): No permit needed
- Skip on a public road with no parking restrictions: Generally, no permit needed, but the skip must be placed safely with at least 3 metres of clear road width maintained
- Skip on a public road with parking restrictions (double yellow lines, pay-and-display, clearways, resident parking): Permit required
